Netball ACT is pleased to launch an inaugural High Performance Umpire Program (NACT HPUP). The NACT HPUP will be led by Stacey Campton OAM and Carmel Weatherburn OAM, who are both part of the Netball Australia (NA) High Performance Umpire Coaching Team.
Stacey and Carmel have identified several NACT Umpires to be invited to participate in the program for 2025. This selection has also been endorsed by NACT State League Umpire Allocations Panel Members – Jeremy Spindler and Trent Rawlings.
The umpires participating in the 2025 NACT HPUP are:

- Mia Doble
- Nicky Locke
- Zoe Turner
The 2025 NACT HPUP officially commenced on Tuesday 1st July, with participants attending an early morning strength and conditioning session, under the guidance of Angus Whittle.
The NACT HPUP aims to develop ACT umpires to be of a high standard that is suitable to progress through to NA High Performance Umpire Pathway Program(s). The initial aim is to develop several umpires to meet the criteria and standards for nomination for the 2025/2026 NNC.
The long-term aim of the Program (5 years) is providing support to ACT umpires who are identified as having:
- Potential to attend NNC’s
- Potential to be an AA
- Potential for excellence
Selection Criteria
Umpires are selected, each year, to participate in this Program based on several criteria. These criteria are not exclusive; however, they complement the NA HP umpire pathway program.
- Talent Identified (TID) by NA umpire coach/s and NACT State League Umpire Allocations Panel
- Demonstrate NA Umpire behaviour and actively contribute to the NACT umpire team environment
- Achieve annual YoYo test pass (15.1) – complimentary to NA HP requirements
- B badge level and above
- Relevant accreditation completed – NA Section 1 pass mark (90%+) and Umpires courses – Foundation to Advanced Umpire Course
- A registered member of an ACT Netball Association
- Adhere to NACT policies and procedures, including the Code of Conduct
- Possess the ability to acquire a high level of umpire technical skills and demonstrate a commitment to improving umpire performance.
Program structure and content
- Ongoing coaching from Stacey and Carmel on State League and other suitable games that occur during the year.
- Strength and Conditioning Program run by Angus Whittle at ACTAS gym.
- Access to observe, Diamonds and other NA squad training sessions, when Stacey and/or Carmel in attendance as a NA High Performance Umpire Coach. (Permission to be given by NA)
- Section 2 Umpire Theory Exam to be completed by participants, at least once a year, to broaden knowledge of rules and help identify areas of knowledge that need better understanding and application.
- Goal Setting session with HP coaches with a completed Individual Umpire Performance Plan (IUPP)
- Umpires would be expected to complete the Advanced Umpire Course when introduced.
